Speaker Bio – Jeffrey Colby
Jeff Colby is the Public Works Director for Yarmouth, Massachusetts. He has a B.S. in Civil Engineering from R.P.I., an M.B.A. from the University of Massachusetts Dartmouth, and expects to receive his M.P.A. from Suffolk University in the spring of 2026. Jeff is a Registered Professional Engineer in Massachusetts, licensed Construction Supervisor and Certified Municipal Procurement Official. He is on the Board of Directors for Barnstable County Public Works Association and the Massachusetts Highway Association and has previously served as the Public Works Director for the Town of Chatham.
Jeff is currently involved in managing several large public works projects including a $225 Million water & wastewater project. He previously oversaw the construction of new Public Works facilities for both the Towns of Yarmouth and Chatham. In addition, he supervises a staff of approximately 90 full-time, part-time and seasonal staff with a $14 Million Operating Budget.
Jeff is also a retired Army Logistics officer with service in the United States, Germany, Egypt, Kuwait, Iraq, and Afghanistan. He is passionate about water quality improvement and serves as the Chair of the Chatham Water & Sewer Advisory Committee.
